New customer service standard or not?

I bought a Dell laptop lately and had a few issues. So I called their customer service number. It was automatic answering system with menus to select. Unlike the old days that you had to press numbers to make your choice, they use voice recognition system, which is horrible. I was on the phone talking to that stupid system for over 10 minutes, and it still didn't know where to route my call. Finally it just routed me to a customer-service rep who had an accent obviously not American. This guy had no clue what to do with my issues. Then this happened: it said that I could get dedicated technical service from real people in North America for a fee!

Boy, isn't that a new standard!?
